It's really quite simple.  They added the median home price because high home prices typically mean higher expenses for all costs related to homes like electric bills, heating bills, and other utilities.  They then compared those metrics in each of the places in North Dakota to see who is the most expensive.  You'll then get the "cost of living index" by taking the average rank of each of these metrics for each city (home/income ratio and rent/income ratio).

HomeSnacks only compared cities in North Dakota with a population of 1,000 or more.
